What is DCAP?

The Distribution Connected Accelerator Program (DCAP) is a $100 million government-backed debt financing initiative funded by the Clean Energy Finance Corporation ("CEFC") and managed by Infradebt.

 

The program provides streamlined senior secured debt to accelerate the delivery of distribution-connected renewable energy generation and battery storage projects across Australia.

By supporting smaller, faster-to-deliver projects, DCAP helps unlock renewable energy capacity sooner, making better use of existing distribution networks while addressing a critical funding gap for projects.

Who Can Apply

The program is open to developers, sponsors and investors with eligible renewable energy projects.

Eligible project types include:

  • Solar + Battery Hybrid Projects

  • Standalone Battery Energy Storage Systems (BESS)

  • Battery Retrofits to Existing Solar Projects​

Applicants should demonstrate:

  • Relevant project delivery experience

  • Financial capability

  • Ability to fund the required equity contribution

  • Projects capable of meeting the program delivery timeline.

Eligibility Criteria

Projects must satisfy the program's mandatory eligibility requirements, including:

  • Distribution-connected renewable energy projects

  • New construction only (no refinancing of existing debt)

  • Minimum two-hour storage duration for applicable battery projects

  • Construction-ready within the required program timeframe

  • Meet minimum project size requirements

  • Comply with all technical, commercial and environmental requirements.

Assessment Criteria

Applications will be assessed against a range of commercial, technical and delivery criteria, including: 

Project Assessment

  • Project readiness

  • Development approvals

  • Grid connection status

  • Construction planning

  • Cost competitiveness

  • Financing structure

Proponent Assessment

  • Track record of delivering sub-5MW and/or distribution-connected projects"

  • Financial strength and funding capacity

  • EPC and construction capability

  • Asset management experience

  • Organisational capability to successfully deliver the project.
